==== Industrial policy ==== Following the 1992 general election he was appointed Secretary of State for Trade and Industry, choosing to be known by the title, dormant since 1974, of "President of the Board of Trade". He insisted on being addressed as "President" (not "Mr President") and being referred to as "the President". The board had not met since 1850, but it did not need to as it had a quorum of one. On the backbenches Heseltine had praised the Japanese MITI, and had been planning a book on the subject. He promised to intervene "before breakfast, dinner and tea" to help British companies, but had little opportunity for intervention as the DTI budget had dropped from over £3bn in the early 1980s to £1bn in 1992–1993, a fifth the budget of the Welsh Office. ==== 2008 financial crisis ==== In December 2007, the United States entered the longest post–World War II recession, caused by a housing market correction, a subprime mortgage crisis, soaring oil prices, and other factors. In February 2008, 63,000 jobs were lost, a five-year record, and in November, over 500,000 jobs were lost, which marked the largest loss of jobs in the United States in 34 years. The Bureau of Labor Statistics reported that in the last four months of 2008, 1.9 million jobs were lost. By the end of 2008, the U.S. had lost 2.6 million jobs. To aid with the situation, Bush signed a $170 billion economic stimulus package which was intended to improve the economic situation by sending tax rebate checks to many Americans and providing tax breaks for struggling businesses. The Bush administration pushed for significantly increased regulation of Fannie Mae and Freddie Mac in 2003, and after two years, the regulations passed the House but died in the Senate. == The exploration of the molecular dominion == If we evaluate the molecular revolution within the context of biological history, it is easy to note that it is the culmination of a long process which began with the first observations through a microscope. The aim of these early researchers was to understand the functioning of living organisms by describing their organization at the microscopic level. From the end of the 18th century, the characterization of the chemical molecules which make up living beings gained increasingly greater attention, along with the birth of physiological chemistry in the 19th century, developed by the German chemist Justus von Liebig and following the birth of biochemistry at the beginning of the 20th, thanks to another German chemist Eduard Buchner. == Applications == PFBA has a variety of niche applications in analytical and synthetic chemistry. It is an ion pair reagent for reverse-phase high-performance liquid chromatography. It is used in the sequencing, synthesis, and solubilizing of proteins and peptides. Esters derived from PFBA readily undergo condensation, owing to their electrophilicity. On 22 February 2026, El Mencho was killed by the Mexican military in Tapalpa, Jalisco. Widespread violence erupted in Mexico as a result of retaliation attacks from the CJNG. Mexico City-based security consultant David Saucedo informed CNN that due to El Mencho's son Rubén Oseguera González ("El Menchito") being jailed in the United States, the line of succession "has been broken," with no clear family successor. The arrest of El Menchito would leave only one brother and El Mencho's stepson Juan Carlos Valencia Gonzalez ("El Pelón"), though El Pelon lacked "influence among other cartel commanders." Saucedo stated that was "likely that one of four or five top commanders will emerge as the next leader," and named CJNG leaders Ricardo Ruiz Velasco ("El Doble R"), Audias Flores ("El Jardinero" or "The Gardener"), Hugo Mendoza Gaytan ("El Sapo") and a fourth figure – El Mencho's former head of security – about whom little is known, as the most likely candidates to succeed El Mencho. In addition it was soon afterwards revealed by El Pais that El Mencho's brother Abraham, who was arrested in Mexico in February 2025, was actually in fact still "in the hands of Mexican authorities." The U.S. Director of National Intelligence's (DNI) National Counterterrorism Center has stated that El Pelón was the "de facto second-in-command" to El Mencho, with $5 million bounties being issued each for El Pelon and El Jardinero.
